Conditional offers for Hong Kong master’s programmes: conditions, deadlines and what happens if you miss them

What a conditional offer for a Hong Kong taught master’s means, which conditions it usually carries, when each university wants your final transcript, degree certificate and CHSI reports, how a conditional offer becomes unconditional, and what happens to the offer and the deposit if you miss a condition. Taken university by university from the official pages.

A conditional offer is an offer made before you hold every entry qualification: the university admits you first and asks you to meet the remaining conditions by a set date. Most final-year students receive a conditional offer. Based on the eight universities’ own pages, this guide covers the usual conditions, each university’s deadlines and what happens if you miss them.

What a conditional offer means

In HKUST’s words, programmes may extend conditional offers to selected applicants before the required qualifications are obtained, and holders must submit the official final transcripts and degree certificates for verification when available (HKUST FAQ). CityU states that a conditional offer can make successful completion of current study a requirement for admission (CityU FAQ).

The opposite is an unconditional offer (CityU calls it a firm offer), with no conditions attached. The exact conditions of a conditional offer are in your offer letter and can differ from person to person.

Usual conditions

  1. Getting your bachelor’s degree on time: HKU requires it by 31 August of the admission year (HKU FAQ), Lingnan by 15 August (Lingnan FAQ).
  2. Final transcript and proof of degree: for Mainland qualifications this usually means CHSI verification reports. HKUST wants the degree report sent by CHSI directly (HKUST); PolyU wants CHSI reports for the transcript, graduation certificate and degree certificate (PolyU).
  3. An English score: HKBU lists missing the degree, the English score or another test score among the cases of unmet conditions (HKBU FAQ).
  4. Passing qualification verification: from 2025-26, CUHK needs a positive verification result no later than one month before studies begin, or the student may have to defer to the next term (CUHK documents required).

Deadlines and how to submit, by university

Deadlines and submission methods for a conditional offer differ by university:

UniversityWhen and how conditions are met
HKU

Bachelor’s degree by 31 August of the admission year; no central page on conditions, faculties tell you when to send originals (HKU FAQ)

CUHK

Meet every condition and complete verification by the date in the Admission Notification, or you cannot begin studies; original documents are checked by that deadline (CUHK FAQ, documents required)

HKUST

As early as possible, no later than mid-July for Fall entry or end December for Spring entry (HKUST FAQ)

CityU

Upload the transcript verification report within one month of accepting; final-year students submit within one month of meeting the conditions or on enrolment day, whichever is earlier (CityU)

PolyU

Complete “Meeting Conditions” in eAdmission on or before the “Meet Condition Date” in the Notice of Offer (PolyU FAQ)

HKBU

Official transcripts must arrive by 31 July (or the date in the offer letter); checking and updating the status normally takes about a month (HKBU FAQ)

Lingnan

Degree by 15 August of the admission year; no further university-level rules, so follow the offer letter (Lingnan FAQ)

EdUHK

Meet the conditions in the offer letter or the conditional offer is revoked; verification runs from June to early August (EdUHK FAQ)

Rules as written by each university. Your own deadline is the one in your offer letter; checked 2026-10-26.

From conditional to unconditional: the usual steps

  1. Accept the offer and pay the deposit first. PolyU states that you accept the offer before meeting the conditions (PolyU FAQ).
  2. Once you have your graduation and degree certificates, have CHSI send the verification reports. PolyU asks for both the Chinese and English versions (PolyU).
  3. Submit or mark each condition as met in the online system, item by item as listed in the offer.
  4. Wait for the university to check. HKBU sets the status to “Yes” once checked, normally in about a month (HKBU FAQ).

You may not receive a new letter. At CityU, once your documents are accepted the online status shows “Condition Met”, the result stays “Conditional Offer”, and no firm offer letter is issued (CityU FAQ).

If a condition is not met

The universities agree: miss the deadline and the offer falls away. CUHK withdraws the offer (CUHK FAQ), CityU withdraws it and rescinds any enrolment (CityU FAQ), and HKBU cancels it if it cannot receive and validate your transcripts in time (HKBU FAQ).

Some universities refund the deposit when conditions are not met: HKU says the deposit is non-refundable unless you do not meet the offer conditions (HKU FAQ); HKUST may refund on official proof of the shortfall, but not if you did not attempt the required test (HKUST FAQ); HKBU may refund at its discretion minus a HK$5,000 administration fee (HKBU FAQ). Each university’s rule is in deposits and application fees.

FAQ

What does a conditional offer mean — am I admitted?

A conditional offer is an offer, but your student status is confirmed only once the conditions are met. CUHK states that until every condition is met and your qualification is verified, your status is not confirmed and you cannot begin studies (CUHK FAQ).

What if my degree certificate will not arrive in time?

HKUST accepts an electronic letter of graduation certification from final-year students whose degree is confirmed but whose certificate will not be ready before studies start (HKUST). Other universities have no common rule; contact the programme office early.

Can I apply for a visa with a conditional offer?

You can submit the application. PolyU advises applying as soon as you hold a conditional or firm offer (PolyU); HKBU asks final-year students on conditional offers to upload their degree and graduation certificates to the visa system by early July or as soon as they have them (HKBU).

What if I miss the IELTS score in my conditions?

Contact the university quickly. HKBU asks you to write to the graduate school with proof and may refund the deposit at its discretion (HKBU FAQ); HKUST handles refunds case by case on official documents showing the shortfall, normally paying them in November for Fall entry (HKUST FAQ).
